Yes No. Sorry this didn't help. Thank you for your remarkably fast reply. Unfortunately, as I mentioned in my original post, suggestion 1 did not work. Suggestion 2 was something I had not come across, so thanks for that. Unfortunately, it did not work either. If I knew what was preventing SPP from "creating a policy cache", I suspect the installation would complete.
Unfortunately, as I had indicated in my original post, using the Microsoft fix-it tool to completely uninstall Microsoft Office did not resolve the problem.
However, the problem is now fixed and I'm sorry I can't mark anyone's reply as the answer, but the problem is solved. The route to success was circuitous and confusing and probably could never be traversed again, but if anyone is curious, I will briefly recount it.
Do not expect to be any the wiser. I downloaded a fixit program from a normally-reliable site. I'm not going to name it, because I don't actually think the authors meant any harm, and from what I've read, the tool is well-regarded. I think what happened was just bad luck, or perhaps some additional causative factor I am unaware of.
Anyway, after running the fixit tool, my Windows install was severely crippled. Start broken, icons blank, just about every recourse into file explorer broken, etc. Tried running Office install. This time it failed quickly with an unexpected error reading status of Office MSI. I guess as far as fixing my problem goes, it was a combination of the Microsoft tool and Tweaking.

Downloaded tweaking. Windows was restored to functionality. Re-ran the Office uninstall fix-it tool from Microsoft, and rebooted. And voila, I was able to install Office successfully, and I can resume my life.

Note that if installing 64 bit fails, the reason could be that older Office software for example Word, Excel, Outlook, Visio or Project is 32 bit. Was this reply helpful? Where then you think the traces of Office could be found by Office and cause the error? If there is any trace, where it is, and how can I get rid of it? In step a , I used the control-panel uninstaller once and advanced uninstaller another time. Any stand-alone versions of Visio or Project would also have to be uninstalled, if the error is indeed caused by a conflict between 32 bit and 64 bit versions.

If no products were found, then it would seem that you have no other Office products installed on the computer.

OK, so the same error message remains. Are you sure that your Windows installation is 64 bit? No doubt. It is Windows 7 64 bit and the Office is 64 bit.
